My homepage won't change!?

I really need some help ladies and gents. My IE homepage will not change as many of you have probably guessed from the title. Anyway, my little brother went to a website. It's www.doute.com. The website is in another language. It could be Chinese, Japanese,etc.... I have no idea. When I translate the adress of the website, it's 2345.com. http://www.2345.com/y.htm?12 Also, when translated, I still have no clue where to start as far as getting my homepage back to google. This website is stuck as my homepage. I normally change it under control panel and so forth. I save it. When I go back to IE I get the foreign stuff. Can someone please help me? Yes, I already have another browser.
