if she doesnt have a lot of time for you and isnt prepared to make time for you i would let her go, although she does seem nice and if she wasnt interested she wouldnt have said sorry so many times, if she is going to spain for a month soon i think you should take her out (just the both of you) before it and tell her that you have strong feelings for her, you should have an amazing night with her (depending on what you two like to do) and just let her know that you do like her and that you would like to see more of her. thats what i would do. :)
