Do you know any good books where the villain or antagonist has a good reputation and people don't view..?

them as a bad person? It doesn't have to be one person but it could also be a government organization but one the people in that organization has to stand out. But the people have to actually respect the villain and not follow him/her because they fear the villain and pretend he/she is good. The people have to be ignorant of the villain's motive.They could also be a villain with no reputation.
